We’re creating a dynamic new Growth Company to drive and accelerate economic regeneration across Wirral. The new company will work with investors and developers to realise the potential of our key assets and a series of outstanding regeneration opportunities.
We are putting key Council land assets and investing capital in to the Growth Company and will be appointing a strategic private sector partner to match that investment to help us deliver a potential £1 billion regeneration opportunity. Our initial focus will be on three key areas within Birkenhead town centre and waterfront.
These transformational opportunities are part of an integrated place-making strategy to remodel Wirral’s principal urban centre.
Woodside - A new waterfront destination
The Birkenhead waterfront has a kilometer of uninterrupted waterfront views, comprising 70 acres of development land.
Wirral’s waterfront is connected to Liverpool City Centre via three different transport routes – we are one of only 3 UK cities to boast an underground rail network outside of London, two separate road tunnels under the river Mersey, as well as the iconic Mersey Ferry.
The new Woodside waterfront has a potential Gross Development Value of £315 million. We envisage a vibrant waterfront destination with 600 apartments and town houses, a 200-bed hotel and conference venue supported by 65,000 sqm of commercial and retail space, with stunning views of Liverpool’s World Heritage skyline.
In addition to residential, hotel and commercial space, we envisage the opportunity to create an international quality visitor attraction exploring Birkenhead the area’s unique history and heritage. The attraction will be a key driver, generating footfall and a vital element in our wider place-making vision.
Birkenhead Town Centre
A modern business and civic quarter
Birkenhead is Wirral’s capital and main urban centre. It is known as the town that built Liverpool - home to the ship builders and merchants that made Liverpool the second port of the Empire.
A pioneering town with outstanding heritage and urban fabric, we are proposing a bold vision to create a new downtown business and civic hub in the heart of Birkenhead.
This new central business district for Birkenhead has a potential Gross Development Value of £220 million, comprising 60,000 sqm of civic and commercial floor space, more than 200 residential unit, 300 car parking space, an 80 bed hotel and supporting food, drink and retail development.

A distinct retail offer
Birkenhead is home to an historic market, which saw traders from the region, serving shoppers from all over the North West and North Wales.
With a burgeoning desire from shoppers for originality and independence, modern markets are becoming powerful drivers for the revival of retail areas.
With strong underpinning local demand and footfall from a borough with a population of over 300,000, Birkenhead town centre has proven market resilience and significant growth potential. In addition to planned investment from the main shopping centre operator, we propose a radical vision for a new market as a key differentiator that will expand the town centre’s appeal as a retail destination at the heart of a vibrant City Region.
Focusing on the food hall offering of award-winning local produce and cuisine, we envisage a modern urban market catering for independent growers, makers, traders and designers. Inspired by iconic European markets like Rotterdam’s Markthall and Barcelona’s La Bouqueria, we are reclaiming and re-imagining an attraction that was an integral part of our heritage and retail offer.
Hamilton Square - We’re making a new place
Birkenhead town centre boasts an extraordinary wealth of architectural quality and character. Linking the Woodside waterfront and the town centre core, is the outstanding Hamilton Quarter. Its centerpiece is one of the UK’s most impressive urban piazzas - Hamiltion Square. The square contains the largest collection of Grade 1 Listed Georgian townhouses outside of London, and is the home to Birkenhead Town Hall, the War Memorial and gardens, and is the historic and civic heart of Birkenhead.
Completing the vision for the renewal of the downtown area, we envisage a visually stunning and vibrant heritage district – an attractive residential neighourhood with a creative commercial, retail and cultural offer complementing its unique ambience and architectural character.
With a potential Gross Development Value of £60 million, Hamilton Square can be home to a thriving residential community with over 250 residential units, 3,600 sqm of commercial, leisure and cultural space.
